How to Get Overseas Employment Certificate (OEC) via BM Online (Balik Manggagawa Online)

BM Online is the answer if you are a returning OFW and you want to get a copy of an Overseas Employment Certificate (OEC).

Don’t worry, getting an OEC is not as challenging as it used to be because you can now the Balik Manggagawa Online Processing System or BM Online.

The process is now much better and faster, thus it’s easier to get Overseas Employment Certificate or OEC.

What is BM Online?

The BM Online or Balik Manggagawa Online is an online facility at the POEA website that OFWs can use to get their OEC online anytime and anywhere.

You don’t need to visit the Philippine Overseas Labor Office in their country of employment or line up at a POEA office or OEC processing center to get your OEC.

This BM online service is available to vacationing OFWs who are returning to the same employer and job site and have a record in the POEA database.

How much does it cost to get an Overseas Employment Certificate (OEC)? 

Getting an OEC through the BM Online facility costs ₱119.50

  • ₱100 processing fee of
  • ₱19.50 e-payment service fee

How to Register for a BM Online Account

You need to register or create an account first before you can get an OEC or exemption using the BM Online System.

Follow the steps below for BM Online registration:

  1. Go to bmonline.ph.
  2. Fill up the sign-up box at the right side of the page. Use an active email address.
  3. Check the small box next to “I accept the terms of service.”
  4. The Terms of Service page will show up. Click Accept.
  5. The BM Online homepage will appear again. Click Sign Me Up.
  6. You’ll see a pop-up notification about the successful creation of your account. Click Okay.
  7. Check your email for a message from POEA with a confirmation link. Click on that link.
  8. You’ll see a notification about the successful activation of your account. Click Okay.

Once your BM Online account has been activated, you can now access the system for straight online OEC processing, setting an appointment for regular processing, or getting an exemption.

How to Get and Pay for an OEC through BM Online

  1. Log in to your account as an “Already Registered” user by entering your email address and password to login.
  2. An OEC Number Verification will appear. Enter your last issued OEC number and click OK.
    • If you don’t remember it or your record is not found, click on the link to set an appointment.
    • If your record is found, you’ll see a confirmation pop-up. Confirm your employer and job site information by clicking Yes (If you’ll work for a new employer or job site, click No to set an appointment).
  3. Fill out the Personal Data, Contract Particulars, and Legal Beneficiaries forms. When you’re done, click Save Changes. If you’d like to make corrections, click Edit.
  4. Your My Profile page will appear. Click Change Photo > Upload Photo to upload a profile picture. Choose then click Upload.
  5. Click Next Step at the right side of the page.
  6. Enter your expected flight schedule. The date must be within the 60-day OEC validity period. Click Submit.
  7. A final confirmation will appear. Click Yes.
  8. Click Acquire OEC.
  9. You’ll see the Payment page with four payment options: Banks (over the counter), Banks (online), Mobile Payment, and Non-Banks (over the counter). Click on your preferred payment method.
  10. A payment confirmation will appear. Click Yes.
  11. Choose from the listed banks or payment centers. Click Select > Send Instructions via Email. Check your email (the one you registered with BM Online) for the payment instructions. If you chose Mobile Payment (via GCASH), just enter your 11-digit Globe mobile number and then click Pay.
  12. Once your payment has been confirmed or successful, go back to the BM Online System and then click My Transactions at the left side of the page.
  13. Click Print OEC.
  14. You’ll see your digital OEC. Click Print Receipt to print your OEC.

How to Set an OEC Appointment Online

Before you go to any POEA office, you will undergo regular OEC processing to set an appointment via BM online before going to any POEA office.

Follow the steps below to schedule an OEC appointment online:

  1. Log in to your account as an “Already Registered” user. Enter your email address and password to Login.
  2. An OEC Number Verification screen will appear. If you don’t remember it or your record is not found, click on the link to set an appointment.
  3. Fill out the Personal Data, Contract Particulars, and Legal Beneficiaries forms. When you’re done, click Save Changes or If you’d like to make corrections, click Edit.
  4. Your My Profile page will show up. Click Change Photo > Upload Photo to upload a profile picture. Click Upload.
  5. On the Select Locations page, choose the POEA branch where you want to process your OEC. Click Next.
  6. Choose from the available date and time slots.
  7. The Appointment Schedules page will appear, where you can view your appointment schedule, venue, and status.
  8. Click Print Info Sheet to print your Balik Manggagawa Information Sheet.

Can all OFWs get OEC online? 

No. Some OFWs are not qualified for straight OEC online processing for any of the following reasons:

  • No POEA record
  • No record found
  • Undocumented status
  • Change in employer or job site
  • Former seafarer
  • Under the POEA watchlist
  • Returning to a restricted country

OFWs who aren’t eligible for a straight OEC online application will be redirected to the facility’s Appointment Page to choose a schedule and venue for regular processing.

How to Get an OEC Exemption Online

OFWs who are returning to the same employer or job site with a record in the POEA database, are called “Balik Manggagawa,” and are no longer required to get an OEC.

However, they still need to register with BM online and log in to their account to avail of the OEC exemption.

Follow the steps below to get an OEC exemption via BM Online:

  1. Log in to your account as an “Already Registered” user. Enter your email address and password to Login.
  2. An OEC Number Verification screen will appear. Enter your last issued OEC number and click OK.
  3. If your record is found, you’ll see a confirmation pop-up. Confirm your employer and job site information by clicking Yes (If you’ll work for a new employer or job site, click No to set an appointment.)
  4. Fill out the Personal Data, Contract Particulars, and Legal Beneficiaries forms. When you’re done, click Save Changes or If you’d like to make corrections, click Edit.
  5. Your My Profile page will show up. Click Change Photo > Upload Photo to upload a profile picture. Choose and click Upload.
  6. Click Next Step on the right side of the page.
  7. Enter your expected flight schedule. The date must be within the 60-day OEC validity period. Click Submit.
  8. A final confirmation pop-up will appear. Click Yes.
  9. Click Acquire OEC or Exemption.
  10. If you’re exempted from getting an OEC, an OEC exemption confirmation pop-up will appear, providing your BM Exemption number and instructions on your pre-departure at the airport.

Why You Should Register through BM Online?

All OFWs must register with the BM Online System every time you return to the Philippines for vacation.

Once you register, the BM online system determines if you’re exempted from getting an OEC based on the POEA records and relays your data to the Bureau of Immigration or BI.

If you don’t register, you might face some challenges during your pre-departure at the airport.

The immigration officer will refer you to the Labor Assistance Counter (LAC) for encoding of your data and evaluation. This means that you will have to wait until you’re cleared for departure.

The worst case that could happen if you don’t register to BM online is that you might miss your flight if the officers requires you to submit additional documents that you don’t have in hand.

So, make sure you register before you return to your employer abroad. It only takes a few minutes to complete.
